What does a full landed budget look like?

What actually differs between the price tiers?

The things that should not vary by tier are the ones that keep you safe and keep the reef intact: emergency oxygen, satellite communications, a watermaker instead of bottled water, moorings rather than anchoring on coral. The two government fees, as separate line items
Two separate government charges apply, and they are constantly confused with each other. The marine park conservation card costs IDR 700,000 for foreign passport holders and IDR 425,000 for Indonesians, is valid for twelve months from purchase, and rests on West Papua Governor’s Regulation No. 4 of 2019. The Raja Ampat Regency visitor entry ticket is a different charge collected by a different body: IDR 1,000,000 per international visitor and IDR 300,000 per Indonesian visitor, per visit, paid through the SIPARI platform, in force since 1 January 2026. Government fees can be revised, so confirm the current amounts before you travel.
Together that is roughly IDR 1,700,000 per foreign visitor. What about flights and the pre-departure night?
Two flights, almost always. Long-haul into Jakarta, then Jakarta to Sorong at roughly 4 to 4.5 hours, or via Makassar at 2 to 2.5 hours on the final leg. Book the domestic leg with enough buffer, check the domestic baggage allowance separately from your international ticket, and consider renting bulky gear onboard rather than paying excess baggage on heavy dive kit.
What is the honest cost per dive?

That figure includes your bed, every meal, guiding, tanks, weights, tenders and transport between sites that are hours apart — which is why comparing it with a day-boat dive price is meaningless. Dive counts by itinerary length are in how many dives a day you actually get.
How do you genuinely save money?
- Shoulder dates. Late October, or March and April, rather than the December peak.
- Triple or quad cabins. The largest single saving available to families and friends travelling together — see the family charter page.
- Longer trips. Per-night rates usually fall as itinerary length rises, and the dive count rises faster than the price.
- Bring your own gear if the baggage arithmetic works.
- Book early. Raja Ampat departures cluster in the October to April season and the good cabins on the good boats go first.

Tipping is customary and discretionary. A commonly cited guideline across Indonesian liveaboards is somewhere between five and ten per cent of the trip cost, pooled for the whole crew, but there is no fixed rule and no obligation. Ask your operator what the vessel’s convention is rather than guessing.
How can I genuinely reduce the cost?
Take shoulder dates rather than peak December, share a triple or quad cabin, choose a longer trip where the per-night rate usually falls, bring your own gear to avoid rental, and book far enough ahead to catch early-booking terms. What does not save money is choosing a boat with no watermaker, no proper dive deck and thin safety equipment.
Is a Raja Ampat liveaboard worth the price?
It depends on what you are comparing. Against a resort week elsewhere in Asia, it is expensive. Against the alternative of reaching Wayag, Misool and the offshore seamounts any other way, it is the only realistic option – those sites have no land-based access. You are buying reach, not just accommodation.
